Index of Services

Mo-Kan Regional Council is pleased to provide services to your community. As a condition of membership with Mo-Kan Regional Council, each local government contributes a per capita fee of $0.35 to assist in defraying costs associated with services provided. This fund is then used to match state and federal dollars to support our agency. The following list of services are provided on-demand at no additional costs to members of this Council.


Technical Assistance Programs:

  • Data gathering on local problems
  • Representation at local community meetings by request
  • Consultation on specific municipal issues
  • Short-term technical assistance to local officials
  • Identifying prospective funding sources for a specific project
  • Review applications for federal funds by individuals or units in the 7-county region (A-95 reviews)
  • Providing contact with local government, state, or federal officials by request
  • Conducting workshops or seminars on issues of interest to local citizens by request

Coordination Programs:

  • Joint purchasing by request

  • Coordination of intergovernmental activities including programs crossing local governmental boundaries, such as transportation planning, solid waste and resource recovery programs, water resources and other governmental issues
  • Preparation of News Releases as requested
  • Preparation and distribution of Newsletter
  • Dissemination of information concerning available funding programs and technical assistance
  • Representation at statewide meetings
    Conducting seminars for groups on a topic of interest or concern
Contractual Services:
The following services can be performed by Mo-Kan staff by entering into contractual relationships with local governments, not-for-profit corporations, local development groups, Chambers of Commerce, and others. The fees charged for these services are negotiated on a case-by-case basis using salary costs and a fixed overhead rate to determine total fees. A sampling of such services include:
  • Geographic Information System (GIS) - Maps for cities, counties, roads and utilities as well as comprehensive planning, zoning and transportation studies. Other options are available upon request
  • Surveys on housing, population, labor availability, or any needed statistics required for applications
  • Preparation of USDA-Rural Development Environmental Reviews
  • Final grant application preparation
  • Compliance/oversight of federal and state programs
  • Preparation of Community Comprehensive Plans and updates of present plans
  • Preparation of feasibility studies
  • Management services for implementation of federal and state funding
  • Small Business Administration (SBA) 504 Loans, 7(a) Guaranteed Loans, Lo-Doc Loans through Mo-Kan Development, Inc.
  • USDA-Rural Development Loans
  • Traffic counts and transportation studies
  • Plat book design
